Temporary Street Closure for Cornwall Triathlon, 2024-45-CAO

  That Council approve the temporary road closures of:

  1. Saturday only August 24, 2024, from 7:00 a.m. to 10:30 a.m. for Cotton Mill Street, Harbour Road, Bergeron Lane, Race Street and Marlborough Street South (from Race to Harbour).

  2. Sunday only August 25, 2024, from 7:00 a.m. to 1:00 p.m. for Montreal Road (Marlborough Street to Boundary Road) Marlborough Street South (Montreal Road to Harbour Road), Harbour Road, Cotton Mill Street, McConnell Avenue (Montreal Road to Cotton Mill Street).

Tender 24-T02 Affordable Housing Project at Morris Glen Court - Morrisburg, 2024-57-Financial Services

  That Tender 24-T02 be awarded to DC & F Corporation, from Toronto, Ontario, at the total bid price of $8,773,497.16 including HST being the best bid meeting the tender specifications.

Quotation 24-Q25 Grass Cutting & Summer Site Maintenance for Housing Services, 2024-59-Financial Services

• Action Recommended

  That Quotation 24-Q25 be awarded, as follows:

  Schedule 1 – Green Acres Snow Removal, Williamstown, Ontario

  Schedule 2 – Cut by Me, Cornwall, Ontario

  Schedule 3 – True Cut, Lunenburg, Ontario

  Schedule 4 – Hubert’s Landscaping, Ottawa, Ontario

  These recommendations represent the low bidders meeting tender specifications, pending equipment review and documentation submission.

  That Council approve a non-competitive procurement for Rachel’s Park of Hope Phase 2 to New World Park Solutions, from Brantford, Ontario, for a total cost of $352,224.39 including HST.

  That Council approve Report 2024-32-CAO, reaffirm their previous direction to staff to exit the airport business, and direct administration to issue an RFP to conduct a financial viability study of the Cornwall Regional Airport.

Business Case – University of Ottawa, 2024-48-CAO

Now therefore be it resolved that City Council direct Administration to enter into an Agreement with the team at the Institute for Institutional Development at the University of Ottawa to complete a Business Case for post-secondary courses and programs to be offered in Cornwall to be completed no later than October 1, 2024; and

Now therefore be it further resolved that City Council confirm the attribution of $60,000 from Working Reserves o support this strategic initiative.
