Whereas the City of Cornwall declared a Climate Emergency in 2021 and adopted a Climate Action Plan in 2023; and


Whereas the City of Cornwall recognizes the urgency and importance of addressing climate change and is committed to meeting Net Zero by 2050; and


Whereas incorporating a climate lens into decision-making processes is essential for effective climate action; and


Whereas, fostering sustainability and resilience is imperative for the well-being of current and future generations.


Therefore be it resolved that the Council direct Administration to prepare a report which includes a mechanism to ensure all relevant departments include a climate lens in their reports to Council, assessing the potential climate impacts and opportunities associated with proposed actions and that this directive shall apply to all reports pertaining to infrastructure, planning, procurement, operations, and any other matters with potential climate implications; and


Be it further resolved that Administration include a brief section in each report to state if there is a potential impact to climate change, and if there is an adverse impact, what steps will be taken to mitigate such impact.

Whereas the City of Cornwall is committed to upholding and promoting human rights principles in all aspects of its operations; and


Whereas integrating a human rights lens into relevant reports can enhance the City's ability to identify, address, and prevent potential human rights violations; and


Whereas, by incorporating a human rights perspective into reports, the City can better identify areas for improvement, promote inclusivity, and advance the well-being of all residents; and


Whereas the Ontario Human Rights Code (OHRC) mandates the protection and promotion of human rights within Ontario, requiring public entities to take proactive measures to prevent discrimination and uphold human rights standards; and


Whereas the integration of a human rights lens into municipal reports aligns with the obligations outlined in the OHRC and reflects the City's commitment to upholding human rights legislation.


Now therefore be it resolved that the Administration be directed to prepare a report outlining a mechanism to systematically incorporate a human rights lens into all relevant reports generated by the City of Cornwall; and


Now therefore be it further resolved that this report include recommendations on training, resources, and guidelines to support staff in implementing this mechanism effectively.

By-laws 2024-018 to 2024-025 inclusive, listed on the Agenda, are being presented to Council for adoption.

By-law 2024-026, being a By-law to confirm the proceedings of the Council of The Corporation of the City of Cornwall at its meetings held on Tuesday, March 26, 2024, is being presented to Council for adoption.

The next Regular Public Meeting of Council will be held on Tuesday, April 9, 2024.
